then if my opponent later tht turn uses skill drain or eff veiler on big eye, doesn't tht mean it can attack?

No, Yuukusho I believe you are mistaken. Its how when you summon Barbaros with no tribute making his atk 1900 THEN using skill drain which negates that effect and makes it his original. Yes the effect was activated and used but Skill Drain works to negate all current effects on the field including their after effects to stop attacks or lower attack. SO with that being said, YES. Big Eye can attack again if skill drain is used after his effect was activated
